Drainage Engineer, Lorain County Conservation District

Lorain County Conservation District has an immediate opening for a Drainage Engineer. This is a full-time position with an yearly wage range of $80,000-$130,000, commensurate with qualifications and experience. The employee will be under the Ohio Public Employees Retirement System and will be eligible for holidays, annual & sick leave, county health insurance, and life insurance as outlined in the Lorain County Conservation District Employment policy. GENERAL:
The purpose of this position is to provide professional engineering services for Lorain County Soil & Water Conservation District; to assist in the development, design, planning, review, and construction of various projects and programs relating to stormwater management and natural resource concerns.

ESSENTIAL FUNCTIONS:

  • Communicate with Lorain County landowners, farmers, and contractors to address and determine suitable alternatives to solve natural resource problems, such as drainage issues.
  • Make site evaluations to assess the need for engineering measures and make or recommend a preliminary selection of appropriate measure alternatives.
  • Consult/assist the design, construction, and maintenance issues relating to ditch, pond, drainage tile, and grassed waterway design.
  • Work closely with Lorain County Engineer and County Commissioners on Ohio Revised Code projects (particularly ORC 940, 6117, 6119, 6131, 6137, among others)
  • Design engineering practices and structures involved in a variety of conservation programs, to include assembling complete packages of drawings and specifications for jobs and preparing drawings using CADD and manual methods.
  • Perform engineering calculations as required for development of plans, including but not necessarily limited to watershed analysis.
  • Collect field data, process and plot data related to engineering practices, and ensure that procedures and products conform to current standards.
  • Perform site investigations and field construction checks to ensure projects are completed in accordance with sound engineering and construction principles, as well as to design specifications.
  • Maintain construction inspection records.
  • Make periodic quality reviews of notes, drawings, designs, and installations for compliance with policies, procedures, and/or specifications.
  • Assign ditch maintenance work to contractors; determine best contractor for job based on equipment package and skills; discuss scheduling of projects with contractor before assignment of contract; distribute maintenance contracts evenly to avoid awarding multiple contracts to any one contractor.
  • Review engineering plans and calculations for the specifications of post-construction stormwater management and Best Management Practices (BMPs) toward the issuance of a County Stormwater Management Permit.
  • Design community grant drainage projects with appropriate county agencies. Obtain input of other specialists into the design/review of jobs.
  • Assist with plan development/review and inspections relating to subdivisions and their regulations.
  • Provide technical assistance to local units of government, landowners, and other interested parties.
  • Attend and participate in meetings with other departments to coordinate project needs and funding.
  • Seek funding sources to implement practices and cover maintenance costs, such as the H2OhioConservation Ditch Program & the H2Ohio Statewide Wetland Grant Program or opportunities shared through the Ohio Department of Agriculture.

  • Qualifications: REQUIREMENTS: •Must have Professional Engineer license. •Knowledge of environmental, civil, agricultural, hydrologic, or hydraulic engineering. •Knowledge of urban and rural drainage standards and specifications for design and construction. •Experience in field work relating to survey discipline. •Understanding of easements as well as the ditch petition process. •Working knowledge of CADD, GIS systems, drafting equipment, creating & interpreting blueprints,Microsoft Office Suite. •Ability to read and interpret contour maps, soil maps, and aerial photographs. •Ability to interpret stormwater detention concepts and designs, including site grading and drainage. •Knowledge/familiarization of the Rainwater and Land Development Manual. •Ability to identify and perform tasks independently with minimal supervision. •Maintain and improve skills by fulfilling continuing education requirements. •Must be authorized to work in the United States and possess and maintain a valid Ohio driver’s license. •Must have a clean driving record to operate County vehicles.
