Faculty Research Assistant-Program Manager, Institute of Marine and Environmental Technology
The Institute of Marine and Environmental Technology (IMET), a campus of the University of Maryland Center for Environmental Science (UMCES), seeks a detail-oriented and proactive Program Coordinator to support the development of a new external website – the Clearinghouse for Harmful Algal Bloom Control Technologies – funded by NOAA through the US HABControl Technology Incubator (US HAB-CTI). This 5-year initiative, led by Principal Investigator Dr. Allen Place, will provide a centralized online resource for regulatory guidance, permitting processes, and information on approved and emerging technologies used to manage Harmful Algal Bloom (HAB) events. The Program Coordinator will work collaboratively with academic, regulatory, and industry partners to ensure accurate, up-to-date, and accessible information is available to researchers, policy makers, and the public.
Key Responsibilities:
- Coordinate development of the Clearinghouse website by serving as liaison among stakeholders, including federal and state regulators, scientists, private sector partners, and web designers.
- Assist in quality control and content development for the Clearinghouse website, ensuring information is user-friendly, scientifically accurate, and policy relevant.
- Gain and maintain a working knowledge of relevant regulatory policies (e.g., FIFRA) related to algicides/pesticides and other Harmful algal bloom control technologies.
- Track, interpret, and synthesize state and federal regulatory developments impacting control technologies.
- Assist with interviews and information gathering from regulatory bodies (e.g., EPA, USACE), companies, and scientists to understand permitting barriers and implementation challenges.
- Support subaward researchers and companies in navigating federal and state approval pathways for HAB control products.
- Assist the program manager with administrative tasks including distributing funding calls, reviewing proposals, and submitting invoices.

- Qualifications: Minimum Qualifications ● Demonstrated knowledge of state and/or federal regulations governing pesticides. ● Excellent organizational, written, and verbal communication skills. ● Strong attention to detail and ability to work independently and manage multiple priorities. ● Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and Adobe Acrobat. Preferred Qualifications ● Experience with pesticide permitting or regulatory processes under FIFRA or related frameworks. ● Experience in science communication and/or coordinating website or online resource development. ● Master’s degree in a relevant scientific or environmental policy discipline.
